What Is a Safe Radon Level? Understanding pCi/L

If you have started researching radon, you have almost certainly encountered the term pCi/L. It appears on test results, in EPA guidance documents, and in just about every conversation about radon levels. For most homeowners it is an unfamiliar unit of measurement attached to an unfamiliar concept, which makes it hard to know what to make of a number when you see one. This post exists to change that. Understanding what pCi/L actually means — and what different numbers on a test result should prompt you to do — is the foundation for making informed decisions about your home.
What pCi/L Means
PiCi/L stands for picocuries per liter. It is a measure of radioactivity — specifically, the rate at which radon atoms in a liter of air are decaying and releasing radiation. A curie is a unit of radioactivity named after Marie Curie, and a picocurie is one trillionth of a curie. The per liter part simply means the measurement is taken per liter of air sampled.
You do not need to understand the physics deeply to use this number effectively. What matters is having a frame of reference for what different pCi/L readings mean in practical terms for the air in your home and the health of the people breathing it.
The Numbers That Matter
The EPA has established 4 pCi/L as the action level for radon in homes. At or above this level, the EPA recommends taking steps to reduce radon concentrations. This threshold is not a bright line between safe and dangerous — it is a practical guideline that reflects a level at which the risk is elevated enough that mitigation is clearly warranted and cost-effective.
To give that number context, the average indoor radon level across American homes is approximately 1.3 pCi/L. The average outdoor radon level — the background level in open air — is around 0.4 pCi/L. So the air inside most homes already contains more radon than the air outside, simply because homes concentrate it. A home at 4 pCi/L has roughly three times the average indoor concentration and ten times the outdoor background level.
The EPA also identifies 2 pCi/L as a secondary threshold worth attention. While the agency stops short of recommending mandatory action below 4 pCi/L, it acknowledges that there is no level of radon exposure that carries zero risk. A result between 2 and 4 pCi/L sits in a grey zone where mitigation is worth serious consideration, particularly for households where people spend a lot of time in the lowest levels of the home — finished basements, ground-floor bedrooms, lower-level home offices.
There Is No Completely Safe Level
This is an important nuance that gets lost in the focus on the 4 pCi/L action level. Radon exposure is a cumulative risk — the longer the exposure and the higher the concentration, the greater the likelihood of harm. At very low levels the risk is very small. At higher levels it becomes substantial. But unlike some environmental hazards that have a true threshold below which no harm occurs, radon's risk simply diminishes as concentration decreases rather than disappearing entirely at a specific cutoff.
What this means practically is that the goal of mitigation is not to hit exactly 4 pCi/L — it is to get levels as low as reasonably achievable. A well-designed and properly installed mitigation system in most homes can reduce radon levels to below 2 pCi/L, and often to levels approaching outdoor background concentrations. That is the target.
How to Read Your Test Result
When your radon test comes back from the laboratory, you will receive a pCi/L number. Here is a straightforward way to think about what different results mean:
A result below 2 pCi/L is reassuring. Your home is below both the EPA action level and the secondary consideration threshold. The EPA recommends retesting periodically — every two years is a reasonable interval — to make sure levels have not changed due to foundation shifts, renovations, or other factors.
A result between 2 and 4 pCi/L falls in the range where mitigation is worth serious consideration. This is not a panic-inducing result, but it is not one to dismiss either. Factors like how much time your family spends on the lowest level of the home, whether you have young children, and whether anyone in the household smokes — which compounds radon's lung cancer risk significantly — all inform how seriously to take a result in this range. A long-term follow-up test can help clarify whether the reading reflects typical conditions in your home.
A result at or above 4 pCi/L means action is recommended. The EPA is clear on this point, and the scientific consensus supports it. At this level, mitigation is the appropriate response — not sealing cracks, not increasing ventilation, not retesting to hope for a lower number. A properly installed mitigation system addresses the source of the problem and brings levels down effectively in the vast majority of homes.
A result above 10 pCi/L warrants prompt attention. Levels this high are not uncommon in West Michigan's Zone 1 counties, and they represent a meaningful long-term health risk that should be addressed without delay. At these concentrations, the case for mitigation is unambiguous.
After You Know Your Number
Understanding pCi/L is useful precisely because it transforms a test result from an abstract measurement into something you can act on. A number on a lab report means nothing if you do not know what to do with it. Now you do.
